Every single Republican president from Reagan onward has gotten through a tax cut for the wealthy - it's a permanent fixture in the party's platform. And even when Bush I was forced to levy new taxes, it was not on the rich. They have been trying to destroy the IRS and the tax system for decades. They're so close they can taste it.
